Some more info would be nice, what old application are you referring to? Your char's/chars' name(s), levels, if you were in any other guilds in the past.....?

Edit: I've talked with Avengelyne in-game, he has indeed applied once more before, there was no objections apart from the fact he was level 15x at the time. He is now level 200, I know his higher level chars from SDs, his behaviour is good, so I've guilded him.
